Public Sector ICT Strategic Plan for Malaysia’s digital government push

The Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) under the Prime Minister’s Department, recently organised the Public Sector CIO Convex 2016 in KL. Themed “Digital Government Towards Digital Citizens, the conference cum exhibition served as a platform for public sector agencies’ IT heads, strategic partners and the industry at large to explore digital tools in the delivery of government services.

Officiated by the Chief Secretary to the Government of Malaysia, Dr. Ali bin Hamsa, the event was attended by over 600 participants comprising representatives from State and Federal Government agencies, as well as the private sector.

During his welcominga keynote, Dr. Ali described how digital government is the optimal use of electronic channels of communication and engagement by the government when it comes to service delivery, enhancing economic competitiveness, forging new levels of engagement and trus and increasing productivity of public services.

He added that a digital government is timely and apt, and stated, “MAMPU under the PM’s department will use the Public Sector ICT Strategic Plan (PSISP) as the main blueprint.”

This blueprint outlines the strategic direction for the implementation of the Public Sector ICT for the next five years, as well as being an action plan for reference for all government agencies.

Dr. Ali described the PSISP, which encompasses five strategic thrusts, 12 strategies and 30 programs  as the most important document that public sectors would refer to as an all-inclusive digital government.

“Moving ahead the Malaysian Public Service will need to adopt the five strategic thrusts,” he said. These five thrusts are “customer-centric”, “multichannel”, “information-centric”, “shared platform”, and “security and privacy”.

Aligned with all these is several key transformational initiatives, namely Government Open Data, Government Online Services, Government Information Exchange Hub, Big Data Analytics and the Public Sector Enterprise Architecture Blueprint.
